In December, at the National Healthcare Coalition Preparedness Conference, Dr. Robert Kadlec, the newly confirmed Assistant Secretary for Preparedness and Response (ASPR) laid out his vision for the Office of the ASPR and the Hospital Preparedness Program. Attendees came away impressed with his bold vision, directness, and sense of humor. And based on the phone calls and emails to my office from coalition leaders and state preparedness gurus, they also came away seeking clarity– seeking a bit more information. So, I reached out to Dr. Kadlec through ASPR Public Affairs, and to his credit, he agreed to work with me to deliver this Q&A for you. The questions were developed jointly, but the answers are all his.

FEMA Publishes NIMS 3.0

On October 17th, the Federal Emergency Management Agency (FEMA) published National Incident Management System (NIMS), Third Edition. Released fifteen months after the public draft, NIMS 3.0 is the first update of the Nation's incident management system since March of 2008. And at 132 pages it weighs in nearly 40 pages lighter than NIMS 2.0, making it more efficient, nimble. Right?

In a well known LifeLock commercial bank robbers storm into a bank yelling, "Everybody on the floor." As customers hit the floor a man in a security uniform is chilled out when one of the customer’s whispers, "Do something!" He replies, "Oh, I'm not a security guard. I'm a security monitor. I only notify people if there is a robbery." After a brief glance around the customer passively says, "There's a robbery." The narrator then says, "Why monitor a problem if you don't fix it?"
